Abstract

Iran is located in the global dryness belt and an acute transformability of climate, it is considered as a country located in the critical zone due to the low level rainfalls in the world. With the increase in the population in a territory with dry climate conditions and semi dry and low quantity of water like Iran, 2.3% of its domain is confronted with lack of suitable atmospheric falls; it creates with no doubt a lot of difficulties for providing drinking water and so on. Today, the augmenting population and improving the life standard, has sharply increased the demand for water and competition between the consumers (for drinking, agriculture, industry). Drought is a repetitive phenomenon and our country is confronted with different kind of them during some decades. Climate changes increase in urban life and consuming water inattentively and illogically has caused us to be anxious water shortage which may create a real crisis in future. Reviewing the titles of news and assertions of managers and related authorities in this ground such as the very huge bad news in recent years shows a very deep catastrophe. Water shortage instead of being a serious problem or crisis, which seems to become often a subject of mass media maneuvering and the results of interviewing people and evidences clearly emphasized such bitter reality. Hence it seems that the majority of citizens especially metropolitan areas residents not only have not taken the water shortage seriously, but also they don’t consider it as a social problem, whereas some media have processed it as a political issue and even as a conspiracy aiming at social targets.

Regarding the introduction, the article will develop such topics by questioning why common sense as public conscience and judgment or public power doesn’t take this problem seriously. This study concludes that the causes should be traced in Iranian solipsistic culture, uninstitutionalizing the social responsibilities in families, the indifference of authorities to the problem and tolerating aptitude of governmental institutions in water consumption; the tendency which look over the life in the domain of removing requirements and reaching to benefits and personal or private expediencies, neglecting the social and public benefits.

Going out of such indifference and negligence in taking this important social problem seriously, the authors emphasize on the necessity of required education in families, kindergartens, schools, and also on the importance of supervision and management role of parents, the role of warning and giving consciousness by Radio and Television (IRIB) and specially the role of responsible institutions in developing culture and effective people campaigns through social networks like Facebook and Telegram
